Resident Parking Only

If your vehicle was towed from an RPO street, please read this!


Your car was towed by the City of Dallas (Public Works & Transportation or Dallas Police Department) to the City Auto Pound at 1955 Vilbig Avenue (click here for map). For more information about the Auto Pound, click here.


Neither the BelmontNA nor the residents living on an RPO street do not have the authority to tow vehicles from public streets. However, the association strongly supports the City's efforts to keep our streets clear during RPO hours.



Resident Parking Only is a City of Dallas program that allows residential property owners and residents (including tenants) to control parking due to non-residential parking generators on their street during specific days and hours. This applies to bar and restaurant parking, churches, private business parking overflow, and other similar activities. There is a 24/7 RPO zone in Northwest Dallas due to overflow parking from an apartment complex, and an all-day RPO zone in Northeast Dallas due to daily parking issues caused by a sprayground across the street from the residential properties.


There are 27 RPO zones around Dallas, including Henderson / Central, Uptown, and Cedar Springs. The majority of Dallas' RPO zones are found in the Lower Greenville area. In the Lowest Greenville area, RPO is usually in force on Thursday, Friday, and Saturday evenings. Some of the original (1999/2000) RPO zones may have restrictions imposed on other days of the week.

The RPO process starts with a petition signed by two-thirds of the property owners on one or both sides of a street asking for an RPO survey. The City conducts a survey of the cars parked on the street during proposed RPO days / times. If the petition is approved, the RPO signs must be paid for in advance before they are installed. Residents will have about one month to order hangtags before the RPO restrictions are enforced by the Dallas Police Department.


An RPO petition requires the signatures of a 2/3rds majority of the residents/tenants/property owners on a street.
If you do not sign the petition and the RPO is approved, you are still required to comply with the RPO parking restrictions.


RPO is not free! The expenses include a petition fee, sign fees and vehicle hang-tags. The average cost for RPO on one side of a street can be nearly $300 (one-time expenses, no sign renewal fees). Hang-tags are renewable each year for $6.50 each (limit six per dwelling). Temporary hangtags valid for a specific date cost 10 cents each.


Residents who wish to park their cars on their RPO street must purchase large yellow plastic hang-tags (valid for one year) to hang in their vehicle from the City of Dallas. You are not required to purchase a hangtag if you don't intend to park on the street, but you should have a few on-hand for your friends and guests.

RPO Hangtags


Click here to download the City's Vehicle Hangtag Application form. You will need this form, proof of residency and insurance, and other documents in order to purchase the hangtags. Annual hangtags are $6.50 per tag, maximum of six (6) hangtags per household address.


For special event / temporary hangtags, download the form at
this link. Temporary hangtags are used for private parties or other events where you expect your guests to be parking on an RPO street during RPO enforcement hours. They are only valid for the RPO where you live (not adjacent streets) and for a specific date only. Temporary hangtags are 10 cents each. You are not required to have previously purchased a permanent (annual) RPO hangtag in order to purchase temporary hangtags.

In order to secure RPO on your street, the following criteria must be met (this is a summary only - please refer to the complete ordinance text for specific details)


  • A petition for designation of a resident-parking-only zone must be signed by owners or occupants of two-thirds of the residences and any business establishments abutting the side or sides of the street block or blocks for which the zone is requested. Only one signature per residence or business establishment is allowed on the petition


  • Upon receipt of a petition and a nonrefundable $50 application fee, the director shall conduct a parking study. The results of the study must indicate that, during the days and times proposed for the resident-parking-only zone, more than 60 percent of the available parking space is in use and 20 percent or more of the vehicles using the parking space are not owned or operated by owners or occupants of residences or business establishments within the area requested to be designated as a resident-parking-only zone.

  • Before a resident-parking-only zone may become effective, the applicants must pay a $42 charge for each resident-parking-only sign required to be installed in accordance with rules and regulations promulgated by the director.


  • The director shall issue resident-parking-only permits, up to a maximum of six permits per residence or business establishment, to any person who is eligible for a permit. Each permit is valid for one year and costs $6.50 each. An applicant is eligible for a resident-parking-only permit if:

    (1) the applicant owns or occupies a residence or business establishment located within the resident-parking-only zone; and


    (2) the applicant and every other person owning or occupying the same residence or business establishment as the applicant:


    (A) has no unresolved parking citations issued by the city;

    (B) has no outstanding fines or warrants for a violation of this division; and

    (C) complies with all other requirements of this division.
